FIX: Failover to backup server may take longer than expected if the monitored server completely disappears from the network and communications with it therefore timeout. This could cause a 90 second delay to failover. It is now 30 seconds.
FIX: Transferring to a service now checks service capacity before allowing transfer.
FIX: Improved connection failure message on client when failing to connect to primary server if a backup server is available.
